II Plan Integral de Diabetes de Andalucía 2009-2013

 
Reseña oficial: "El abordaje de problemas de salud importantes por su frecuencia o gravedad, a través de lo que conocemos como Planes Integrales, ha contribuido a mejorar la atención a estos procesos y, probablemente, mejorará los resultados en salud. Para una mejor atención a las personas con diabetes, o en riesgo de padecerla, se elaboró un anterior Plan Integral de Diabetes en Andalucía (PIDMA) vigente durante los años 2003-2007. Su reciente evaluación ha demostrado que resulta una estrategia válida y efectiva y, por ello, se ha diseñado este nuevo PIDMA 2009-2013 para abordar las áreas de mejora detectadas e impulsar el conocimiento y la aplicación de los avances tecnológicos en la prevención y atención a las personas con diabetes. El PIDMA es un plan horizontal orientado a mejorar la coordinación de las actuaciones sanitarias y los recursos disponibles para atender a las personas con diabetes. Se plantea como una herramienta que facilite el mejor abordaje de las distintas fases de la historia natural de la diabetes, a través de una estrategia global que integre las intervenciones más adecuadas para la prevención y atención a la enfermedad, incorporando todos los aspectos necesarios para ello (comunicación, formación, investigación, sistemas de información...)".

Influenza virology

 
Three times in the last century, influenza viruses have undergone major genetic changes resulting in global pandemics that had devastating effects. The most infamous pandemic was the "Spanish Flu" which affected up to 25% of the world population and is thought to have killed at least 40 million people in 1918-1919. More recently, two other influenza pandemics, the "Asian Flu" in 1957 and the "Hong Kong Flu" in 1968, killed millions of people worldwide. These caused severe disease, not only in the young and the elderly, who are usually very susceptible to influenza, but also among healthy younger persons. In 1997 and 2003 a new influenza A virus of H5N1 subtype emerged in Asia and was transmitted directly from birds to humans with lethal outcomes. Despite monumental efforts to contain them, the H5N1 viruses expanded their territory and caused a major outbreak in wild waterfowl in China in 2005. Indeed, they have even been transmitted to Siberia and Kazakhstan. Despite extensive, coordinated efforts by various agencies and disciplines, both national and international, we are ill-equipped for a new influenza pandemic. In fact it is highly unlikely that adequate supplies of vaccine for the H5N1 viruses will be prepared prior to the occurrence of the next pandemic. Many countries are stockpiling influenza drugs, with the hope that the inevitable emergence of drug-resistant viruses will not nullify those efforts immediately. To combat the outbreaks that will undoubtedly occur in the near future a better understanding of influenza virus itself, the virus-host interaction, and mechanisms of drug resistance is urgently needed. In this timely book world renown scientists (including the 1996 Nobel Prize Winner, Peter Doherty) critically review the most important issues in this rapidly expanding field. La eficacia de la evaluación del impacto sanitario

 

Esta obra coral, traducida y publicada por la Junta de Andalucía, recoge diversas experiencias relacionadas con la Evaluación del Impacto en Salud (EIS) y algunas reflexiones sobre su pertinencia y viabilidad. La obra original está editada por el European Observatory of Health Systems and Policies y contiene el análisis de varios de sus expertos, resultado de un proyecto de investigación financiado con fondos de la UE. Esta obra es una buena introducción a la EIS, territorio conceptual que, con toda seguridad, va a salir de los reducidos cenáculos saludistas para cobrar notoriedad en discursos de política sanitaria más amplios. Basado en el estudio de 17 casos, en este libro puede entenderse el carácter transversal de la EIS (una pretendida seña de indentidad de la salud pública que nunca logró cuajar con fuerza), ya que su campo de acción abarca desde el transporte a la planificación urbana o al desarrollo local de los núcleos agrícolas. Con arraigo heterogéneo en las diferentes administraciones de los estados miembros de la UE, algunas experiencias relacionadas con la EIS han demostrado su eficacia para mejorar los estándares de salud de determinadas poblaciones. Otras, no han servido demasiado. En principio la EIS, aplicada a España (la obra recoge un caso español, el de la experiencia de una empresa para lograr un ambiente laboral sin tabaco) y, desde luego, aplicada a Andalucía, es todavía un melón por calar; aunque, podría decirse, tiene buena pinta. Sobre todo como vía alternativa a otras iniciativas, conocidas y fracasadas, para el anclaje efectivo de la participación ciudadana en las políticas de salud: en manos de los planificadores que manejen el lenguaje de la EIS quedará la decisión asumir, o no, esa apertura de puertas del sistema sanitario a los profanos.
